Parameters:

sector - the 0-based sector

supl - the 0-based superlayer in question

Returns:

the parameters for that superlayer

setParameters

Set the parameters for a given 0-based superlayer

Parameters:

sector - the 0-based sector

supl - the 0-based superlayer in question

params - the parameters for that superlayer
